Step-by-step guide to making e-petitions

Step 1: Create your e-petition
 
You will first need to register or, if you have already registered, login to the Council's e-petition system.  Once you have done this go to "create a petition"  where you will be asked the following:-  
  • your name, organisation (if you represent one), address and valid email address
  • the title of your petition
  • a clear and concise statement covering the subject of the petition
  • details as to what action the petitioners wish the council to take.  (e.g. details of elected members that have already been approached)
You will also be asked to give a short, one-word name for your petition.  This will be used to give your petition a unique URL (website address) that you can use to publicise your petition if you wish.  You will be able to specify how long you would like your petition to be open for signatures.  This must be a period between 1 month and 6 months from the date of registration.
 
Please note that the system is likely to time out after approximately 1/2 hour.
 
Step 2: Submit your e-petition
 
Once you have submitted your e-petition, you will receive an email asking you to click a link to confirm.  Your proposed petition will then be delivered to Cornwall Council's petition office mailbox.
 
If you do not receive confirmation of your submitted petition please contact the petition office on 01209 614385.  There is a limited amount of text/characters that you can use when submitting your petition and you may experience problems when submitting your petition if you exceed this amount.
 
Step 3: e-petition approval
 
The council's petition office will check your e-petition to make sure that it meets the basic requirements of the council's petition scheme.
 
If for any reason we cannot accept the petition, we will write to you to explain why and you will be able to edit and resubmit your petition if you wish.
 
Once your petition is approved, we will email you to let you know this.  This will usually happen within 15 working days.  If we cannot approve your amended petition, we will email you again to explain our reasons.
 
 
Step 4: e-petition live
 
Once your petition is live, you will be able to publicise the URL you chose when you created your petition and anyone will be able to come to the website and sign it providing they live, work or study in Cornwall.
 
As the petition organiser, your name and your organisation, if you have specified one, will be displayed.
 
People who wish to sign a petition will be asked to give their name and address and valid email address that we can verify.  The system is designed to identify duplicate names and addresses, and will not allow someone to sign a petition more than once.  Anyone signing an e-petition will be sent an email asking them to click on a link to confirm that they have signed the e-petition.  Once they have done this, their name will be added to the e-petition.
 
The e-petition will show the total number of signatures received.  It will also display the names of signatories, unless they have opted not to be shown.
 
Step 5: e-petition close
 
When a e-petition closes the council will ensure you get a response to the issues you raise.  We will email the petition organiser with details of the response which will then be published on the council's website.  Alerts to the publication of the response will be sent to all petitioners by email.
